Similar to disease, your crime rate is connected to your population density and your total number of watch towers.

Let's suppose we have 1,000 population, 10 housing and 1 dock for a total of 11 buildings. There is a +1 bonus to avoid divide by zero errors. So 12 buildings. We would divide our population by 12 to get our density. In this case, that comes out to 83.33%. That would be our crime rate.

Fortunately, we can purchase watch towers to decrease the crime rate by 10%.
